Cathy is a Deputy Assistant Chief State Solicitor in the Chief State Solicitor’s Office. She is head of the Commercial Law Section , which provides expert advice on contract law, competition law and regulatory matters, with a particular emphasis on State aid compliance for grant aid measures.
Cathy qualified as a solicitor in 2000 and holds a Bachelor of Civil Law and a Master's in Commercial Law from University College Dublin. Additionally, she has earned a Diploma in European Law from the Law Society of Ireland, along with Certificates in Conveyancing and Public Procurement. After qualifying, Cathy worked as in-house counsel at AIB Capital Markets, where she specialized in drafting derivative contracts.
She joined the Chief State Solicitor’s Office in 2003, gaining significant experience in Public Law within the Judicial Review and Commercial & Constitutional Sections. Since 2014, Cathy has focused on public procurement and commercial contracts, and in 2023 she was appointed head of the Commercial Law section.
