Responsibility at Assistant Secretary level for Public Procurement Policy, Service Delivery & Digitalisation.
The Procurement Policy, Service Delivery and Digital Transformation Division of the OGP is a new Division which integrates the Policy, Service Delivery and Digital Functions.
The responsibility of this Division is to lead the development of Government’s procurement policy framework, for client delivery and for developing and implementing a comprehensive digital procurement strategy.
The Procurement Policy framework includes the legislative base, policy positions, and extensive guidance documentation and templates across goods, services and works. These supports are broadly used across the public sector and in the case of capital works, are mandated.
The Policy unit leads engagement with key stakeholders on the integration of broader strategic procurement policy, including climate action, SME access, social benefits and responsible business conduct ensuring that good procurement practice will bring about better assurance, value for money, risk management and speed of delivery of projects.
The Service Delivery function ensures organisational alignment for client delivery and manages the client engagement functions of the OGP, including its account management function, helpdesk and sourcing programme management.
The Operational Excellence Function manages and maintains internal IT systems, the enhancement of the national tendering platform eTenders, and management of the Data and Business intelligence strategy and capability.
The Digitalisation Function includes the strategy and implementation of digital tools and systems to make the procurement environment more efficient.
