The following are the rules and guidelines by which the LEADER programme is carried out.
2023-2027 LEADER Operating Rules
These consolidated Operating Rules provide a governance framework for the implementation of LEADER, and LAG Local Development Strategies, in accordance with the Programme’s priorities, relevant EU Regulations and national regulatory and governance requirements.

LEADER is governed by EU framework regulations. The Common Provisions Regulation (EU) 2021/1060 is a single rulebook that lays down the financial and common provisions applicable that governs eight EU funds. Articles 31 – 34 of the Common Provisions Regulation (CPR) 2021/1060 provide the regulatory framework for the administration of the LEADER programme in so far as the sub-regional areas, LAGs and LDSs are concerned.
The CAP Strategic Plan (CSP) Regulation 2021/2115 , the Financial, Management and Monitoring of the CAP Regulation 2021/2116 and the evaluation of the CAP Strategic Plans and the provision of information for monitoring and evaluation Regulation 2022/1475 are the key governing regulations for the programme setting out provisions relating to activities to be funded, coordination and governance as well as monitoring, reporting and evaluation requirements.
There are also a number of supporting Regulations, which are listed in section 2.6 of the 2023-2027 LEADER Operating Rules.
