Under the single procedure, an applicant makes only one application, and has all grounds for seeking international protection (refugee status and subsidiary protection) as well as permission to remain determined in one process. This is known as a first-instance decision.
Under the 2015 Act each application is examined by the International Protection Office (IPO) on the basis of three questions;
Legal advice and representation, where required, for people in the international protection process in Ireland is provided by the independent Legal Aid Board. IPO officials advise applicants to contact the Legal Aid Board (LAB) when they make their initial application.
Each international protection application is assessed individually based on its subjective elements (the applicant's own account or personal history) and objective elements (up-to-date information on the applicant's country or place of origin). Supporting documentation from the applicants is also considered.
