Section 7 of the Act provides that the Minister shall carry out a review of the operation of the Act.
In November 2017 Minister Doherty appointed a Review Group chaired by Moninne Griffith (Executive Director, BeLonG To) which includes representation from the Transgender Equality Network of Ireland (TENI), other independent experts in the field and Government bodies with an interest in this area (the full composition of the group is available here. The Review Group submitted their report to the Minister in July 2018 and the Minister published her report on the review in November 2019.
Central to the review was a consultation process that sought to have the broadest possible level of consultation. A public call for submissions was announced by Minister Doherty in early January 2018 with a closing date for receipt of submissions of 5 February 2018. All submissions were acknowledged and considered by the Review Group. The group reported to the Minister for Social Protection on the consultation process. Some of those who made submissions were invited to meet with representatives of the Review Group.
It should be noted that submissions received, and reports of any further consultations undertaken with any parties in response to this request, will be subject to Freedom of Information legislation and may be published on the Department of Social Protection website.
