Data lies at the heart of Government - it informs decision making, shapes public policy, and is central to the delivery of public services. As our society evolves so too does the demand for better and more efficient use of data in the delivery of public policies and public services. Government is committed to optimising the use of our data to meet this demand.
The Data Sharing and Governance Act 2019 is an enabling piece of legislation which allows us to make advances in improving data management and data sharing in the Public Service. The Public Service Data Strategy 2019 - 2023 outlines a broad-based plan for data, including the implementation of the Act, and when put into practice, together, they will create a strong and supportive data ecosystem for the Public Service.
The Data Governance Board was established by the Minister for Public Expenditure and Reform under the Act; representing a key milestone in the implementation of the Public Service Data Strategy. The Board will play a pivotal role in delivery of a new framework for data governance across the public service. The Board has a clearly defined remit under the Act, to advise the Minister on data sharing and data governance across the public sector. The initial focus of the Board is on the process of moving public service bodies to the new DSGA Framework for sharing personal data under the Act. This Framework builds upon the Data Sharing and Governance Act 2019 by setting out a common set of practices for all Public Bodies to follow when they wish to use the Act as their legal basis for sharing personal data. Under the Framework, Data Sharing Agreements between public bodies for the purpose of sharing personal data will be made available for public consultation for a period of 28 days.
