The Department of Further and Higher Education, Research, Innovation and Science (DFHERIS) will lead on the development of a new international education, research and innovation (ERI) strategy for Ireland, in consultation with all relevant stakeholders. A commitment to a review and update of Ireland’s international education strategy was contained in the Programme for Government, 'Our Shared Future .'
The overarching vision for the previous strategy, 'Irish Educated, Globally Connected: An International Strategy for Ireland 2016-2020,' was to support the development of global citizens through Ireland’s high-quality international education system, by attracting talent from around the world to our education institutions, equipping Irish learners with the skills and experience they need to engage internationally and to participate in world-class research and international collaborations.
In advance of drafting a new strategy, DFHERIS commissioned an independent review of the 2016 to 2020 strategy . Indecon Economic Consultants, based on detailed engagements with stakeholders, concluded that the strategy has been very effective in achieving its overall objective. The implementation of a new strategy will play a significant role in post-pandemic recovery, while also seeking to maintain the strong collaboration with stakeholders that contributed to the success of the 2016 to 2020 strategy.
The establishment of DFHERIS offers the opportunity to bring the international education strategy and the research and innovation strategy together in an aligned framework. This, complemented by the Indecon Review and wider public policy developments, provide the basis for the key drivers informing the new strategy.
This consultation paper sets out Ireland’s current approach to international engagement in ERI and considers how best to strengthen existing international relationships and develop new ones, having regard to the contributions of stakeholders. It also explores the potential for a more coordinated and enhanced engagement with international partners in the higher education, research and innovation domains.
The next strategy will be a high level document setting ambitious yet achievable strategic goals and objectives to 2025. The Department of Further and Higher Education, Research, Innovation and Science is now inviting contributions and submissions from interested persons and organisations on what they consider should form part of the next International ERI strategy, which will run from 2021 to 2025.
