The Data Sharing and Governance Act Framework for sharing data builds upon the Data Sharing and Governance Act 2019 (DSGA) by setting out a common set of practices for all Public Bodies to follow when they wish to use the Act as their legal basis for sharing data. Under the Framework, data sharing agreements between public bodies for the purpose of sharing personal data will be made available for public consultation for a period of 28 days.
Enterprise Ireland intends to enter into a Data Sharing Agreement under the DSGA with all Local Authorities for Local Enterprise Office (LEO) Suite of Services Data.
This data sharing agreement covers the sharing of data between Enterprise Ireland and the Local Enterprise Offices in each Local Authority. The sharing of data is necessary for the provision of the Local Enterprise Office suite of services which are delivered in partnership between Enterprise Ireland and the Local Authorities, to ensure coordinated and cohesive development of micro-enterprise in Ireland which contributes to economic growth and job creation in all of the regions.
The LEOs are part of Enterprise Ireland’s strategy to deliver entrepreneurship, support micro-enterprises and promote a pro-enterprise environment at local level, in association with the Local Authorities.
Enterprise Ireland owns and provides access to a number of the IT systems which facilitate the operation of the Local Enterprise Offices within the Local Authorities.

The start date for public consultation is Monday 5 December 2022 and it will run for a period of 28 days. The public consultation will end on Monday 2 January 2023. Submissions will not be accepted once the public consultation period has expired.
We will consider your submission and may respond. Where the proposed parties consider it appropriate, they may also amend the proposed agreement to take into account your submissions. A copy of the Data Sharing Agreement and a summary of all submissions will be sent to the Data Governance Board.
