Minister for Health, Stephen Donnelly, and Minister of State for Public Health, Wellbeing and the National Drug Strategy, Hildegarde Naughton have launched a public consultation to help inform future regulation of tobacco and nicotine inhaling products such as e-cigarettes or ‘vapes’.
Vaping has become more popular in recent years, particularly among young people. Compared to cigarettes, vaping may be less harmful, but vaping is not harm free. Most vaping liquids contain nicotine, a highly addictive substance.
This consultation looks at what further measures could be introduced to decrease the appeal of nicotine inhaling products to young people, further denormalise smoking, and improve public health. The areas where views are being sought include:

This public consultation is being conducted by the Department of Health in Ireland. The consultation consists of an online survey which seeks the views and opinions of the public on options for further regulation of tobacco and nicotine inhaling products. For each area, we are interested in your views on which measures might have the biggest real-world impact on public health, and any possible unexpected effects of certain measures that we should consider.
The views and opinions collected will be considered and will be used to inform future legislation on tobacco and nicotine inhaling products.

Please note that we are only seeking views from residents of Ireland only.
A consultation report will be prepared based on the responses to this questionnaire, however, individual responses will not be reported. The findings of the report will inform further legislation regarding tobacco and nicotine inhaling products.
Your answers regarding taxation and your demographics will be shared with the Department of Finance.
All submissions will be retained until such time as they are appraised by the National Archives to determine whether they warrant permanent retention as archives in accordance with the department’s obligations under the terms of the National Archives Act, 1986.
Any personal information submitted to the department will be treated strictly in accordance with the General Data Protection Regulation 2016/67 and the Data Protection Act 2018.
Please note people can request to see the submissions we receive under the Freedom of Information (FOI) Act 2014 and therefore submissions may be released in response to an FOI request. This is more likely to happen for submissions from organisations. This means that the requestor might get your answers to the questionnaire, however, any personal information included in submissions would be redacted prior to release.
