The Department of Social Protection invites submissions in a public consultation to consider the design and development of a new Pay-Related Benefit (PRB) scheme for jobseekers in Ireland. The proposed scheme builds on the Programme for Government, the Economic Recovery Plan of June 2021 and Pathways to Work 2021-2025.
As part of the public consultation process, we will host a half-day event on the proposals for a new Pay-Related Benefit for Jobseekers. You can give your feedback at this event.
This event is a chance to hear more from the department about these proposals and provide your views and feedback.
This event is free of charge and open to all stakeholder groups and members of the public. You will need to register for the event on Eventbrite and get a ticket. Please register for the event here.
This draft proposal for a suggested Pay-Related Benefit for Jobseekers sets out the broad guidelines of a new approach to a pay-related jobseeker benefit which would keep income support in line with a person's recent employment income.
It is not a final design. The design of any proposal that may be brought to Government may be very different from the draft proposal. The objective of the draft proposal is to invite feedback through a national public consultation process to develop a preferred policy design. The draft proposal includes some questions that stakeholders are asked to consider.
The consultation is a chance for stakeholders, including workers, jobseekers, representative organisations and employers to provide information, experiences and different perspectives on the areas under consideration. Stakeholder submissions are a vital source of information and views, helping inform the development of recommendations which may follow from this process.
Before making any submission, please review the privacy information below. After reading this, if you want to make a submission, you can make one by email or post.

If answering particular questions in the draft proposal, respondents are asked to link material being submitted to the relevant question (for example ‘response to question 3’). In addition to responding to the questions raised in the draft proposal, respondents are encouraged to add any additional views or information they believe should be considered. They are also encouraged to provide data sources/any available evidence base for any recommendations made.
Please ensure that responses are received before the closing date of 28 February 2023. Responses received after this date may not be considered.
The Department of Social Protection intends to host a discussion forum/ workshop on the draft proposal design at a later date. Further details will be made available on this webpage in due course.
