Under the proposed Governance of the Energy Union and Climate Action Regulation (final text expected to be agreed and published by the European Commission by end 2018), EU Member States are required to submit an initial draft National Energy and Climate Plan (NECP) to the European Commission by 31 December 2018. A template to be used by Member States when completing the NECP is contained in the proposed Governance Regulation.
Once a draft NECP has been received, the European Commission will engage in an iterative process with the Member State prior to Plan finalisation one year later i.e. by 31 December 2019. The European Commission may issue recommendations to the Member State on their draft NECP no later than 30 June 2019.
This consultation represents an initial consultation on Ireland's 2021-2030 National Energy & Climate Plan (NECP) based on the template which Ireland is required to complete. This document is not a draft of the Plan itself, rather a presentation of the template and the NECP process and an opportunity for interested stakeholders to provide early feedback, while all options are still open for consideration. The draft plan, once completed, will itself be the subject of a separate consultation process.
This document provides a description of the NECP process and invites interested parties to respond to a number of questions directly related to the requirements of the template. While the questions may fall under distinct headings of the template, there is clear crossover in certain areas e.g. between greenhouse gas emissions, renewable energy and energy efficiency.
The deadline for submission of feedback on this initial public consultation closed at 5pm on Monday, 12 November 2018.
Responses to this consultation were subject to the provisions of the Freedom of Information Act 2014 (FOI) and Access to Information on the Environment Regulations 2007-2014 (AIE).
