Consultation

Public consultation on the draft interventions proposed for Ireland’s CAP Strategic Plan 2023-2027

Consultation is closed

Background

The European Commission launched its proposals on the reform of the Common Agricultural Policy in June 2018. In October 2020, following over two years of discussion, both the Council of Ministers and the European Parliament adopted their respective positions on the Commission’s proposals.

Political agreement was reached at the Council of Agriculture Ministers Meeting on 28 June. The legal texts have now been finalised and are expected to be adopted by the European Parliament in the autumn. Further technical rules will then be set out in secondary legislation thereafter. The latest version of the proposals are available here.

The Department of Agriculture, Food and the Marine is currently developing Ireland’s CAP Strategic Plan for the period 2023 -2027 (CSP). The CSP will incorporate interventions under both Pillar I (Direct Payments and Sectoral Interventions) and Pillar II (Rural Development) and will build upon the progress made under previous programming periods.

As part of the ongoing process of designing the new CSP a set of proposed interventions outlines have been developed. These proposed intervention outlines build on the stakeholder input received to date, through the CAP Consultative Committee, as well as ongoing preparatory work undertaken within the Department of Agriculture, Food and the Marine (in particular, the work undertaken on the SWOT analysis and Needs Assessment required under the CAP Strategic Plan Regulation).

Details of the draft interventions can be found here

The views of stakeholders and the wider public are now being sought on the composition of the proposed intervention outlines.

Format of Consultation

To ensure that maximum stakeholder input is received at this crucial stage of the CSP design process, there are two strands to the consultation process as follows:

a) written submissions, which are invited from interested parties by the closing date of 3 September 2021;

b) virtual townhall meetings, which will take place on 10, 11 and 12 August. Please click here to register.
