Summary Information
The new EU Fertiliser Products Regulation (FPR) (EU) No 2019/1009 will come into effect on 16 July 2022. The new Regulation, laying down rules on the making available on the market of EU fertilising products, repeals the current Fertiliser Regulation (EC) No 2003/2003.
The main changes in the new Regulation 2019/1009 include;
- It is broader in scope and includes fertilising products which are not currently covered by harmonisation rules, such as organic and organo-mineral fertilisers, soil improvers, inhibitors, plant biostimulants, growing media or blends.
- It introduces CE marking of EU fertilising products for the first time.
- It harmonises EU rules for products derived from recycled or organic materials and by-products, and provides rules to recover nutrients into materials for use as fertilising products.
- It lays down common rules on safety, quality and labelling requirements for fertilising products.
- The FPR introduces limits for contaminants and pathogens for the first time to guarantee a high level of soil protection and reduce health and environmental risks.
- More detailed labelling requirements are laid down to improve the information that is available to farmers and fertiliser users.
- It puts in place a new conformity assessment system to provide for quality assurance for fertiliser products that are available on the market
