Requirements for the import and export of second hand machinery
Under EU legislation there are specific requirements for the trade of second hand/used machinery between the EU and Third Countries (non-EU).
From 1 January 2021 the UK will become a Third Country and these procedures will also apply for the trade of second hand/used machinery between the EU and Great Britain (GB).
The requirements apply to all second hand machinery which has been used for agricultural, forestry, horticultural or soil preparation/cultivation purposes.
A full list of the regulated second hand/used machinery (including CN codes) is included at the end of this notice in Annex 1: List of regulated second hand machinery.
All importers and exporters of second hand/used machinery are required to be registered with the Department of Agriculture, Food and the Marine (DAFM).

Importers and exporters of second hand/used machinery should complete the appropriate registration forms and return these to DAFM’s registration email on: brexitregistration@agriculture.gov.ie
Requirements for the import of second hand machinery
- Register to Import or Export
- Register with TRACES NT (European Import Notification System)
- Traces NT user guide and TRACES NT Guidance documents are available at: Guidance Documents for TRACES
- The second hand machinery is required to be clean and free of soil or plant debris of any kind
- A phytosanitary certificate is required and will be provided by the National Plant Protection Organisation (NPPO) of the exporting country
- Submit all documents to DAFM at least 24 hours before arrival of consignment through DAFM’s Import Control Web Portal
- Complete Part 1 of the CHED-PP on TRACES NT
- Second hand machinery will be subject to physical checks upon arrival
Requirements for the export of second hand machinery
- Register to Import or Export
- A phytosanitary certificate will be required for the export of second hand machinery to GB from 1 January 2021
- Use DAFM’s Export Certification System (ECS) to submit application for necessary certificates, this needs to be submitted at least 14 days prior to departure
- ECS is available at: Export Certification System
- Notify and send the required certificates to the GB customer/agent prior to departure
- GB Customer/agent is required to submit documents to GB authorities at least 4 hours prior to arrival if travelling by air and at least one working day if travelling by road/sea
- Some other countries also require phytosanitary certification, please ask the purchaser of the machinery in the importing country to contact their NPPO to ascertain requirements
