Publication of Second Report on the implementation of Review Recommendation Action Plan (January 2019)

The Minister for Children and Youth Affairs established the Review Implementation Group in March 2017 and it was chaired by Professor Ursula Kilkelly, Chairperson of the Oberstown Board of Management. The Board of Management at Oberstown Children Detention Campus had commissioned independent reviews of 3 key areas at the Campus: Security Review, Health and Safety and Behaviour Management. The Board, in consultation with the Minister for Children and Youth Affairs, also commissioned an additional review of the overall operation of the Campus (Operational Review).
The Group included representatives from Oberstown staff and management, the Board of Management, DCYA, a child development expert and also representatives of the IMPACT Trade Union.
The work of the Review Implementation Group began in March 2017 and was completed in December 2017 with a report containing the collated recommendations from all of the reviews.
An action plan was developed and this, along with the First Report on the implementation of Review Recommendation Action Plan (May 2018), were published on the department's website in June 2018.
Further monitoring of the progress on the recommendation has taken place and this shows significant progress in the majority of the actions. The progress in the various areas has been undertaken by the Oberstown Director, the Board of Management and the Department of Children and Youth Affairs.
The Minister is pleased to note the ongoing progress being made which has led to a more stable and safe environment for the children living and the staff working on the campus.
