Travellers and Roma are amongst the most marginalised groups in our society. The Actions under the NTRIS II seek to challenge attitudes and to address the inequalities that face both communities, to:
• tackle racism and discrimination in all their forms;
• ensure public services are delivered in in a culturally appropriate way;
• enable Travellers and Roma to participate fully in all aspects of social, cultural and economic life;
• improve access to accommodation;
• support health and wellbeing;
• ensure progression through education;
• build opportunities in training and employment; and,
• break the cycle of intergenerational poverty.

Quarterly updates
Progress on the implementation of NTRIS II Actions is noted in the quarterly updates document below, which should be consulted in conjunction with the National Traveller and Roma Inclusion Strategy II - Action Plan 2024-2026. Actions referenced in the quarterly updates are taken from the NTRIS II Action Plan 2024 - 2026. A list of abbreviations is also included at the end of the NTRIS II Action Plan.

NTRIS II Steering Committee - Membership
The NTRIS II Steering Committee comprises senior officials from relevant Government Departments and State Agencies as well as Traveller and Roma organisation representatives and representatives from the Traveller and Roma Communities.
The NTRIS II Steering Committee is chaired by the Minister of Children, Equality, Disability, Integration and Youth. The list of Government Departments, State Agencies and civil society organisations represented on the Steering Committee is below.

National Traveller Health Action Plan 2022 - 2027
The National Traveller Health Action Plan (NTHAP) acknowledges the severe health inequalities arising from the social determinants of health that Travellers experience, and the obstacles they can face in accessing healthcare services. It provides a solid foundation upon which to build and maintain a legacy of success in addressing the additional health needs of the Traveller population.

Traveller and Roma Education Strategy 2024 - 2030
The Traveller and Roma Education Strategy (TRES) sets out the Government’s strategic approach to Traveller and Roma Education, with the aim of enhancing the educational experience and outcomes for Travellers and Roma across the whole education system. The TRES is a six¬-year strategy which will be supported by three two-¬year plans for Implementations and Action.

National Action Plan Against Racism (NAPAR) 2023 - 2027
The National Action Plan Against Racism (NAPAR) proposes actions to help make Ireland a place where the impacts of racism are acknowledged and actively addressed. The Plan’s approach to eliminating racism in all its forms in Ireland includes, but is not limited to, racism that impacts on Travellers, as well as anti-Muslim prejudice and antisemitism. The development of the plan was informed by particular experiences of racism, including racism experienced by People of African Descent, Asians, Roma, as well as migrants, refugees and asylum seekers. Individual actions in the plan do not make reference to specific minority ethnic groups. Each action should be understood to encompass all individuals and groups experiencing racism.

National Access Plan (NAP) 2022 - 2028
The fourth National Access Plan: A Strategic Action Plan for Equity of Access, Participation and Success in Higher Education 2022-2028, known as the ‘National Access Plan’ (NAP), continues and builds on the vision of previous plans and ambitions for a more inclusive and diverse student population in higher education. The NAP identifies members of Irish Traveller and Roma communities as one of the three main groups who are underrepresented in higher education. The student is at the core of every aspect of this Plan. Everything is directed at delivering positive and inclusive outcomes for all students at every stage of their higher education journey.
