Statistics on International Protection Applicants not offered accommodation

From the end of 2023, shortages of accommodation meant the State was unable to offer accommodation to all people seeking international protection.
Our teams manage a very limited supply of accommodation, prioritising people with families or who have specific health needs or other vulnerabilities. Single male applicants are most affected by lack of accommodation.
If a new applicant can’t be offered accommodation on arrival, they are given a weekly allowance of €113.80 per week, an increase of €75 from the standard weekly allowance for asylum-seekers. IPAS can also make offers of accommodation to any applicant who is rough-sleeping, identified through outreach that we organise 7 days a week.
While there is still very high demand in the IPAS accommodation system, the rate of increase in new applications for international protection is reduced since October 2024. This is enabling IPAS to review the cases of people awaiting an offer and make offers to people waiting longest.
International protection applicants who are subsequently made an offer of accommodation or whose case is found to be inactive are removed from the list of people waiting.
Depending on availability of spaces and numbers of new applicants, the State hopes to continue to make offers of accommodation to more people over the coming weeks and months.
