Background

The EU's recast Energy Efficiency Directive (EED) makes several important amendments to the Energy Savings Obligation, the most significant being a 44% increase in the cumulative target to be achieved by the end of 2030. This target may be met through a combination of an Energy Efficiency Obligation Scheme (EEOS) and eligible alternative measures. Further important changes relate to the eligibility of energy savings stemming from policy measures that support fossil-fuel combustion technologies, new obligations in respect of 'priority group' consumers, and additional reporting requirements.

The existing EEOS has been in operation since 2014, requiring the largest energy suppliers and distributors to achieve annual energy-efficiency targets. At present, the EEOS delivers 60% of Ireland's cumulative target and is complemented by alternative measures.

The purpose of this paper is to seek views from interested parties on proposals concerning the allocation of the increased target and on amendments to the EEOS that will help Ireland meet its Article 8 obligations. These changes are to be implemented from the start of 2026.
