Apply for a Kimberley Process Certificate

All participants in the Kimberley Process must implement the Kimberley Process Certification Scheme (KPCS) in their national legislation.

The Kimberley Process and Responsible Minerals Authority (KPRMA) is a Union Authority and is authorised to approve imports and exports of rough diamonds in Ireland.

The KPCS applies to rough diamonds only (HS Codes 71021000, 71022100 and 71023100). Cut and polished, synthetic or diamonds set in jewellery are not governed by the KPCS.

The KPCS only applies trade between KP participants. Therefore, trade of rough diamonds within the EU is not governed by the KPCS.

Under the KPCS:

  • rough diamonds may only be traded with other KP participants
  • shipments of rough diamonds must be accompanied by a Kimberley Process Certificate which has been validated by an appropriate authority
  • shipments of rough diamonds must be sealed in tamper-resistant bags/containers
