March 2025

An updated practice note published March 2025 has been developed for Design Teams, Project Board Members and Devolved Partners outlining detail and providing guidance on the formation, operation, remit and authority of the Project Board as part dispute resolution process provided for within the provisions of Public Works Contract Forms PW-CF1 to PCWF-4

December 2024

• An updated practice note for December 2024 has been developed in relation to Works Contractors SAQ documentation. This update is required as a result of the Office of Government Procurement publishing amended template documents for the procurement of Works Contractors on the 18th of November 2024. These updates relate to documents (QW1, QW2, QW3a & QW Part 2),SAQ Appendices and introduction of a new SAQ Supplemental Annex. In addition to the above updates criteria 3.4a,3.4b,3.4c and 3.4d are now evidence required criteria for both open and restricted tender procedures.

October 2024

• An additional Change Order Request Form has been developed for projects with Contract Versions PWCF1 – PWCF5 which is now available for use on applicable projects. The template will ensure information in relation to Change Order Requests is being collated and provided in a clear, concise, accurate and consistent manner as part of the funding approval process for relevant Contract changes.

Further the recent practice note in relation to SAQ’s in July 2024 a further update has been provided in relation to a number of additional issues which required clarification. Some of the previously archived Department of Education templates have been reintroduced for use as they relate specifically to the Department of Education’s qualitative criteria marking scheme in relation to criteria 3.4c for both main contractors and reserved specialist. The current CWMF suite of documentation and in particular the B2 certificates do not align with the current Department of Education marking scheme requirements. Templates have been provided for both the Main Contractors and Reserved Specialist SAQ processes. The CV templates have also been reintroduced for both Main Contractors and Reserved Specialists as the CWMF suite of documents does not have an applicable CV template.

July 2024

Further the recent advice note in relation to SAQ’s in June 2024 a further update has been provided in relation to a number of additional issues. An additional note has been added for criteria 3.3a turnover and 3.4c experience for both the open and restricted procedures. Criteria information in section 3.3d (financial statements) have been updated to reflect the current Contracting Authority requirements. Users requiring access to SAQ templates should use the documents listed under Pillar 3 of the CWMF website (constructionprocurement.gov.ie). The guidance note now published ref DTP Practice Note – SAQ documentation – July2024  within the Contract Notices & Contractor Suitability Assessment Questionnaires section of the website provides guidance on the current Contracting Authority specific information which is required to be included as part of the content of the open and restricted procedure Works Contractors SAQ’s.

December 2023

The office of Government Procurement (OPGP) have carried out extensive updates to the Construction Works Management Framework (CWMF) Suitability Assessment Questionnaires for Works Contractors.

The Department of Education’s previous versions of SAQ have been removed. Users requiring access to SAQ templates should use the documents listed under Pillar 3 of the CWMF website (constructionprocurement.gov.ie)
