Appointment of teachers
Individual school authorities have the responsibility to fill teaching posts. The process is subject to agreed procedures, and must take account of appropriate legislation.
Only registered and qualified people should be employed by schools. Unemployed teachers should be offered employment in preference to those who have retired.
Secondary-trained teachers should not be employed in ordinary primary schools but could be employed in certain categories of special schools only. See further information.

Qualifications
The Teaching Council is the statutory body in the Republic of Ireland for the recognition of teaching qualifications and for the registration of teachers.
Circular 0031/2011 (for post primary) and Circular 0044/2019 (for primary) sets out the criteria for Teacher Recruitment Registration and Qualifications.
Registration requirement
Under Section 30 of the Teaching Council Act, 2001 people employed as teachers in recognised schools must be registered with the Teaching Council in order to be paid from public monies by the Department of Education or an Education and Training Board (ETB).
The latest circular updates employers regarding the current temporary changes to the employment of 3rd and 4th year undergraduate student teachers and the application of the ‘5 day rule’ on their employment from 15 February 2022 to 30 June 2022.

All employers have access to applicable Circulars relating to SNA Leave Schemes. Queries relating to statutory and non-statutory SNAs Leave Schemes can be submitted to Leave Admin Section, Teacher/SNA Terms and Conditions Section at the email address above. Recruitment and Appointment Unit in Teacher/SNA Terms and Conditions Section sets out the recruitment and appointment procedures for SNAs for the primary and post primary sector.
