What the Home School Community Liaison Scheme (HSCL) is
The HSCL scheme aims to improve educational outcomes for the students most at risk of poor attendance, participation and retention.
This is achieved by working with the parents or guardians of students who are experiencing, or are likely to experience, educational disadvantages.
Eligible schools
The HSCL Scheme is available to all DEIS Urban Band 1, Urban Band 2 and DEIS Post Primary schools.

The department’s Circular 0016/2019Home School Community Liaison Scheme: Assignment of Home School Community Liaison Coordinators within DEIS schools outlines the regulations and procedures that must be put in place when assigning HSCL Coordinators within DEIS schools.
There is an amended version of Guidelines on the use of the Home School Community Liaison (HSCL) Grant within Circular 0016/2019(Section six). (PDF, from page 13)
The Department of Education remains responsible for the allocation of HSCL Coordinators to schools.
