Appointments to the Board of the National Treasury Management Agency (NTMA)

The Minister for Finance Jack Chambers today announced the appointments of Ms. Patricia Byron and Mr. John S. Daly to the Board of the National Treasury Management Agency (NTMA) for a five-year term with effect from 16 October 2024.
Patricia Byron is an experienced Chairperson and Independent Non-Executive Director with a background in both the public and private sectors. She is currently Chairperson of the Health & Safety Authority and the Health Insurance Authority, amongst other non-executive positions. She has also served on the Central Bank of Ireland Commission. In her earlier career she held a number of senior executive positions in the Insurance Industry, was Chairperson of the Motor Insurers Bureau of Ireland and the first CEO of the Personal Injuries Assessment Board.
John S. Daly is the former chairman of Global Equity Capital Markets (ECM) at Goldman Sachs (GS). Before becoming Head of the Americas ECM Group, John was co-head of the Asia ex Japan ECM Group and held various leadership positions in the Financing Group in Hong Kong and New York. John is also a co-founder of 25madison - a venture studio focused on incubating early-stage start-ups and venture capital investing. Prior to GS he spent four years as an engineer with GE. He holds an MBA from the Wharton School, University of Pennsylvania, and degrees in Mechanical Engineering and Mathematics from Trinity College Dublin. He serves as a Board Member for The Michael J. Fox Foundation for Parkinson's Research, the Irish Arts Centre (New York), and Trinity College Dublin's Provost’s Council.
These appointments follow a public competition held by the Public Appointments Service (PAS) for two Board positions related to Future Ireland Fund and Infrastructure, Climate and Nature Fund.
Commenting on the appointments, Minister Chambers said:
“Both Patricia Byron and John S. Daly will bring a wealth of both professional and governance experience to their membership of the NTMA Board and I wish them well on their appointments.”

“I welcome the announcement by the Minister for Finance today of the appointment of Patricia Byron and John S. Daly to the NTMA Board. Both Patricia and John are well placed to make valuable contributions to the Agency over the terms of their appointments with their skills and expertise complementing those of the existing Agency members.”

About the NTMA
The National Treasury Management Agency (NTMA) is a State body which operates with a commercial remit to provide asset and liability management services to Government. The NTMA’s core functions include borrowing for the Exchequer and management of the National Debt, the Ireland Strategic Investment Fund, the National Development Finance Agency, NewERA, the State Claims Agency, Future Ireland Fund and Infrastructure Climate and Nature Fund.

New board positions
Following the commencement of the Future Ireland Fund and Infrastructure, Climate and Nature Fund Act 2024, section 3A(1) of the NTMA Act 1990 was amended to provide for the possibility of having two additional NTMA Board members.
