The Estimates of Receipts and Expenditure (the ‘White Paper’) is published every year on the Friday immediately preceding the Budget, in accordance with Article 28 of the Constitution.
The White Paper sets out the pre-Budget position for this year and next, that is, it forecasts revenue and expenditure under the assumption that no Budgetary measures are introduced.
