Regulation of Lobbying Act 2015 - Designated Public Officials

The Regulation of Lobbying Act 2015 is designed to provide information to the public about who is lobbying whom about what. The Standards in Public Office Commission have established online register of lobbying.

Section 6(4) of the Act requires each public body to publish a list of designated public officials of the body. The purpose of the list is twofold:

  • to allow members of the public identify those persons who are designated public officials
  • as a resource for lobbyists filing a return to the Register who may need to source a designated public official’s details

The Designated Public Officials (DPOs) within the Department of Further and Higher Education, Research, Innovation and Science under this legislation are as follows:

  • Patrick O'Donovan – Minister for Further and Higher Education, Research, Innovation and Science
  • Niall Collins – Minister of State with responsibility for Skills and Further Education
  • Colm O'Reardon – Secretary General
  • Keith Moynes, Assistant Secretary, Higher Education Policy Division
  • William Beausang, Assistant Secretary, Skills Policy and FET Division
  • Paul Lemass, Assistant Secretary, Corporate Services and Capital Division
  • Deirdre Lillis, Assistant Secretary, Research and Innovation Division
