The Higher Education Authority Bill 2022 was published by the government on 7 January 2022.
Purpose of the bill
The Higher Education Authority Bill:
- reforms the supervision and regulation of higher education institutions
- modernises the regulatory role of the Higher Education Authority
The bill will provide a wide-ranging governance, performance and accountability structure. This structure will:
- protect public investment in the sector
- make sure the system is accountable
The bill will also require:
- strategic planning for third-level education
- engagement with students
- fair access and participation in the higher education sector
- lifelong learning
- collecting statistics for advice, planning and research
- promoting and protecting the interests of learners
- improving equality, diversity and inclusion in higher education
