I, SIMON HARRIS, Minister for Further and Higher Education, Research, Innovation and Science, in exercise of the powers conferred on me by section 16 of the Student Support Act 2011 (No. 4 of 2011), and the Further and Higher Education, Research, Innovation and Science (Transfer of Departmental Administration and Ministerial Functions) Order 2020 (S.I. No. 451 of 2020), and with the consent of the Minister for Public Expenditure and Reform, hereby make the following scheme of grants:-
Part 1
This Scheme may be cited as the Student Grant (Amendment) Scheme 2022.
Part 2
This Scheme shall come into operation on 16th November 2022.
Part 3
In this Scheme “Principal Scheme” means the Student Grant Scheme 2022 (S.I. No.118 of 2022).
Part 4
Article 6 of the Principal Scheme is amended by substituting “three” for “four”, and by substituting for subparagraphs (b) and (c) the following:
“(b) a fee grant;
(c) a postgraduate fee contribution; and
(d) a cost of living once-off additional maintenance grant payment.”.
Part 5
The Principal Scheme is amended by inserting the following article after Article 12:
“Cost of living once-off additional maintenance grant payment
12A. A student who is eligible for, and in receipt of, a maintenance grant payment by the awarding authority in accordance with Articles 7, 27 and 37 will qualify for an additional payment equivalent to one ninth of the annual maintenance grant rate payable to that student up to 31 December 2022 provided that, at the time the additional payment is made, they are eligible for, and in receipt of, a maintenance grant and subject to the same conditions as their maintenance grant. The rates are specified in Schedule 5.”.
Part 6
The Principal Scheme is amended by the insertion of the following article after Article 31:
“Rates and value – cost of living once-off additional maintenance grant payment
31A. The cost of living once-off additional maintenance grant payment is payable in accordance with Article 12A, at the rate specified in Schedule 5.”
Part 7
Article 37 of the Principal Scheme is amended by substituting subparagraph (2) for the following:
“(2) The awarding authority, or other relevant paying authority referred to in paragraph (1), shall pay maintenance grants in nine equal instalments, in line with the annual rates specified in Schedule 3.”
Part 8
The Principal Scheme is amended by the insertion of the following article after Article 39:
“Payment of the cost of living once-off additional maintenance grant payment
39A. Payment of the cost of living once-off additional maintenance grant payment shall be made by the awarding authority in accordance with Article 12A at the rates set out in Schedule 5.
Subparagraphs 37(3) and 37(4) shall apply in like manner to the payment of the cost of living once-off additional maintenance grant payment.”
Part 9
Schedule 4 of the Principal Scheme is amended by substituting the following:
