Ukraine Student Fees and Financial Support Update



Financial support for further and higher education

Minister for Further and Higher Education, Research, Innovation and Science, Patrick O’Donovan TD, has confirmed that the following supports will be offered to Ukrainian students for the academic year 2024/25. This includes payment of tuition fees in respect of approved full-time higher education, a financial stipend for qualified persons undertaking a full-time course in a publicly funded higher education institution (HEI) and a bursary for eligible students pursuing an approved post-leaving certificate (PLC) course.

For students who commenced their studies in academic years 2022/23 and 2023/24, the supports in 2024/25 will be similar to previous years.

For new entrants to a course of study in academic year 2024/25, supports will be at revised rates which are detailed below.


Temporary Tuition Fee Support

A Temporary Tuition Fee Support Scheme for qualified persons will be in place for the 2024/25 academic year.

The scheme will provide EU tuition fee funding supports for eligible higher education students in receipt of Temporary Protection attending an approved course. The scheme is aimed at eligible first time higher education students and students seeking to progress to a higher level of study up to post graduate level. The applicable EU tuition fee funding will be paid directly to institutions where eligible students are registered.

EU Tuition fees available for eligible students:

  • Full Time Undergraduate fees: The full EU tuition fee for approved courses at an approved institution.
  • Full Time Postgraduate fees: EU tuition fees up to a maximum €6,270 for approved full time postgraduate courses at an approved institution.

Financial stipend for full-time higher education students (BoTP Stipend)

Displaced Ukrainian students in receipt of Temporary Protection who are pursuing or progressing in a full-time approved course in a publicly funded higher education institution will be supported financially through a monthly stipend for academic year 2024/25. The stipend will be paid to the student through their higher education institution’s International Office.

The stipend amount will vary for existing students and new entrants as follows:

Existing Students

Beneficiaries of Temporary Protection continuing with their higher education course of study will maintain their existing levels of stipend at €1,150 per month.

New Students

For those Beneficiaries of Temporary Protection who are commencing their courses from September 2024 and those who are progressing onto a new course (e.g. NFQ Level 8 to NFQ Level 9) the stipend will be paid on the basis of €900 per month.


PLC Bursary for Displaced Persons

The PLC Bursary for Displaced Persons (Ukraine) Scheme will be in place for the 2024/2025 academic year and is aimed specifically at persons who have been granted temporary protection under Section 60 of the International Protection Act 2015 and who would like to participate in an eligible SOLAS-approved full time post leaving certificate (“PLC”) course in their local Education and Training Board. Students are eligible for financial support for a PLC course where they are progressing in their studies and have not previously received financial support for a course at the same QQI level in the State. Students who previously attended an approved course at the same level but dropped out after less than a year must complete an equivalent period of study before being eligible to be considered for funding.

The arrangements for 2024/ 2025 are as follows:

Existing Students

Students who completed their first year of a PLC course in 2023/2024 and who are progressing into their second year in 2024/2025 will be eligible for the same level of bursary as in 2023/2024, namely €6,115.

New Students

An adjacency criteria will be introduced for those Beneficiaries of Temporary Protection who are commencing their courses from September 2024, including those who have just completed their Leaving Certificate, which will result in two rates of bursary.

  • Students residing 30km or more from their college will be eligible for the “non-adjacent” rate of €6,115.
  • Students residing less than 30km from their college will be eligible for an “adjacent” rate of €2,575

If a student’s normal place of residence changes within the academic year, students will be able to apply to SUSI for their level of bursary to be reassessed. If SUSI is satisfied that a change in circumstances has occurred, any amendments made to the bursary amount will be on a pro-rata basis from the date on which the change in circumstances occurs.

Conclusion

It should be noted that all supports are paid to Beneficiaries of Temporary Protection based on the academic year under review. Eligibility and subsequent payment in the current academic year is not intended to create an expectation of continued payment into the following academic year.
