Appointments to the Beaumont Hospital Board - 26 November 2024

The Minister for Health Stephen Donnelly has appointed the following as members of the Beaumont Hospital Board.
Mark Jacob
Mark has over 30 years of experience in financial services working in the auditing, banking, leasing and asset finance areas and holding CEO, CFO and Board positions in a number of companies. He started his career as an engineer in the Oil and Gas sector, and later qualified as a chartered accountant working within the audit department with PwC. Mark was Managing Director of DZ Bank Ireland plc for 17 years, a banking subsidiary of the German DZ Bank Group, operating within Capital Markets, having also served as Chief Financial Officer and Chief Risk Officer of the company. He currently acts as a non-executive director for a number of Irish companies in the financial sector including Wells Fargo Bank International UC, where he is chair of the Board Risk Committee and a member of the Board Audit Committee, in addition to holding Board positions in the asset finance sector. Mark is a fellow of the Institute of Chartered Accountants Ireland and has completed the diploma in company direction through the Institute of Directors.
Mr Jacob is appointed following a Public Jobs campaign and appointed by the Minister for Health with effect from 23 October 2024 until 22 October 2027.
Edel Moloney
Edel is a member of the senior management team in Speedpak, a social enterprise with two commercial businesses, providing work experience, skills training and supports for long- term unemployed people. She has been a key driver in the development and rollout of innovative, award-winning programmes, and the successful progression of trainees to employment. Previously, she worked in the financial sector both in Ireland and the UK providing advice and training to corporate clients on legal and compliance issues. Edel is currently vice-chair of the Board of the Northside Counselling Service. Previously, she served on the Board of the Psychologist Registration Board of CORU, the National Cancer Screening Board, and was chair of the Discovery Training Centre Board.
Edel is a chartered Psychologist with the Psychological Society of Ireland (PSI) and a member of its division of Work and Organisational Psychologists (DWOP).Her educational qualifications include a BA in Applied Psychology; MSc in Work and Organisational Psychology; MSc in Management; PGC in Workplace Wellbeing Elmarie van Breda (Dip IoD) IoD Certificate & Diploma (Company Direction), Data CDMP, Adv Diploma (Financial Trading), MSC (Operations Research), Hons BSc (Mathematical Statistics), BSc (Computer Science).
Ms Moloney is appointed following a Public Jobs campaign and appointed by the Minister for Health with effect from 23 October 2024 until 22 October 2027.
Councillor James Humphreys
Cllr. James Humphreys serves full-time as a County Councillor on Fingal County Council, representing the Swords Local Electoral Area (LEA). Since March 2020, he has been dedicated to public service, focusing on community needs and improvements.
Currently, Cllr. Humphreys is a member of the Fingal County Council Audit Committee and the Airport Regions Council. He has previously served on the Joint Policing Committee and the Fingal County Council Housing Committee, where he contributed to initiatives aimed at enhancing public safety and housing accessibility.
Councillor Humphreys is nominated by Fingal County Council/Dublin City Council and appointed by the Minister for Health with effect from 23 October 2024 to 18 June 2026.
Elmarie Van Breda (Dip IoD)
Elmarie is a strategic leader with ~15 years’ experience in the financial sector, ~10 years in biopharma/FCMG and ~10 years as an entrepreneur in commercialisation, product innovation and business development of start-ups. She has extensive experience in risk management, IT transformation and large change management projects.
She is currently practicing as a management consultant specialising in performance improvement in the fields of regulatory compliance, financial risk management, mitigation and operational control environments. Previously, she was a Director at Standard Bank responsible for risk management, IT strategy and operations across 17 countries. As Director at Finastra she was responsible for professional services around the treasury and risk management systems. She is also the founder of 4 companies, and she is a published authority with 15 publications to her name. Her most recent publications were on the impact of COVID on credit risk and a training course on an aspect of prudential risk management.
Elmarie holds an IoD Certificate & Diploma in Company Direction, DAMA Certificate in Data Management, Advanced Diploma in Financial Trading, MSc in Operations Research, Hons BSc in Mathematical Statistics and a BSc in Computer Science.
Ms Van Breda is appointed following a Public Jobs campaign and appointed by the Minister for Health with effect from 23 October 2024 until 22 October 2027.
