Appointments to the Health and Social Care Professionals Council (CORU)

Following a Public Appointments Service (PAS) campaign, the Minister for Health, Stephen Donnelly T.D., has appointed the following person as a member of the Health and Social Care Professionals Council with effect from 21 March 2021 to 20.03.2025:
Mr Michael O’Keeffe
Mr O’Keeffe works in the Health Service Executive (HSE) as Head of Finance in Community Health Organisation – Dublin North City and County. Michael has worked in the public health service in various finance roles for 19 years and prior to that held a number of senior finance positions in the private sector. Michael has financial and operational management experience across a range of different business sectors. Michael has extensive experience in the areas of business planning, finance business partnering, financial systems, financial governance, change management, financial business modelling, strategic financial management and financial performance monitoring and reporting. Michael is a Chartered Accountant and holds a Bachelor of Commerce degree from University College Cork and an MBA in Health Services Management from University College Dublin.
With the consent of the Minister for Enterprise, Trade and Employment, the Minister for Health, Stephen Donnelly T.D., has re-appointed the following persons as members of the Health and Social Care Professionals Council with effect from 21 March 2021 to 20.03.2025:
Dr Treasa Campbell
Dr Campbell is a Lecturer in the Philosophy of Education in the Faculty of Education at Mary Immaculate College, University of Limerick. She previously worked at Limerick Institute of Technology (2009-2013) where she was involved in three specific areas which she considers to be beneficial in her role as a member of the Health and Social Care Professionals Council. She was responsible for the Module design, validation and delivery of the Ethics Module on the MA in Social Care Management at LIT and the Ethics Module on the BA in Applied Social Care and Social Studies at LIT. Dr Campbell also facilitated discussion forums in the Social Care Sector and has acted as an External Facilitator for the PAUL Partnership (People Action against Unemployment Limited).
In addition, she has been involved in the management of post-secondary work placement programmes for adults with intellectual disabilities. She has been awarded a number of national and international research scholarships and has produced and contributed to a considerable number of publications and conference papers
Ms Stephanie Manahan
Ms Manahan is Chief Executive of the CRC (Central Remedial Clinic). Stephanie took up the position in June 2014 and was central to establishing new management structures and robust governance for the organisation. She has led out on a transformational change programme for the CRC, she was central to a new strategic vision for the CRC and is overseeing the implementation of the Strategic Plan for the CRC.
Stephanie has worked in healthcare for almost 30 years following qualifying as an Occupational Therapist in 1990. She has experience in a variety of service settings including the statutory and voluntary sector in both the UK and Ireland. She was Deputy Hospital Manager at Connolly Hospital, Dublin and previously held the position of Director of Allied Health & Social Care professions. She has experience in the Acute, Community, Mental Health, Disability and Not for Profit settings.
Stephanie holds a BSC from Trinity, an MSC from the University of London, and a Certificate in Change Management from the IPA. In 2015 Stephanie was awarded the 30% club Scholarship to undertake the Professional Diploma in Corporate Governance with the Michael Smurfit Business School in UCD.
Stephanie is on the Council of CORU (State body for the regulation of Irish Health & Social Care Professions) and in that role Chairs the PPAC Committee and is a member of the Audit & Risk Committee. Stephanie also sits on the Board of Charities Institute Ireland.
Stephanie is a mentor for the HSE women in leadership initiative and is a mentor for the IMI/30% club mentorship program.
Mr John F Scott
Mr Scott has over 14 years senior management experience in the public health service and is currently serving as General Manager in the Health Service Executive’s (HSE) Office of the Chief Clinical Officer, Office of the Nursing & Midwifery Services Director (ONMSD). In this position he manages an extensive budget and is responsible for the preparation of annual estimates and monitoring of expenditure of the Nursing and Midwifery Programmes. In addition, his role includes a wide range of duties and responsibilities ranging from strategic planning and evaluation, management of risk and application of governance to assure the delivery of organisational priorities and objectives.
Prior to joining the Public Health Service in 2000, John worked as an accountant for 20 years in in a variety of companies in the private sector. His academic qualifications include an MSc in Strategic Management Accounting conferred by the National University of Ireland (NUI).
On the nomination of the Minister for Further & Higher Education, Research, Innovation and Science, the Minister for Health, Stephen Donnelly T.D., has re-appointed the following person as a member of the Health and Social Care Professionals Council with effect from 21 March 2021 to 20.03.2025:
Professor Fred Powell
Professor Powell teaches social policy at University College Cork (UCC). He served as Head of the School of Applied Social Studies and Dean of Social Science at UCC over a 25-year period and has a great deal of experience of professional education and course accreditation.
Currently, Professor Powell is the UCC Student Ombudsman. He is also 2018 Chair of the Irish University Association (IUA) National Steering Committee on Community Engagement.
His most recent books include; Dark Secrets of Childhood: Media Power, Child Abuse and Public Scandals, (2015), Policy Press UK (co-authored with Margaret Scanlon) and The Political Economy of the Irish Welfare State: Church, State and Capital (2017), Policy Press, UK.
Professor Powell is the principal investigator on an Irish Research Council/ Department of Education and Skills funded study on widening participation in higher education. It reflects Professor Powell’s life-long commitment to an inclusive higher education system that opens access to citizens from socially deprived communities, ethnic minorities and students with disabilities.

Ms Margaret Boland
Ms Boland was formerly the General Manager/CEO of Connolly Hospital Blanchardstown Dublin, a member of the RCSI Hospital Group. Margaret currently works as a Nurse Advisor to the Covid19 Service in the National Ambulance Service in NEOC Tallaght. Margaret is an honorary Senior lecturer in the Royal College of Surgeons and also contributes to the Higher Specialist Trainee Programme in the RCPI.
Margaret is a dynamic, results oriented leader with a strong track record in transformational leadership and quality improvement within a highly challenging Healthcare environment. Margaret has a proven Clinical Management background with an ability to relate to and influence all levels within complex organisations. Her roles involved translating policy through strategic and operational planning and delivering results within challenging budgetary parameters.
Margaret has significant experience of working with Executive Management Teams identifying and seizing development opportunities as well as delivering quality Healthcare services. Margaret used a progressive approach to decision making and always believes in building positive, collaborative and effective working relationships as well as encouraging innovation and creativity at all levels.
Margaret Boland qualified as a General Nurse in St John's Hospital in Limerick. She received a Bachelor of Nursing Studies from Dublin City University and was awarded an MSc in Creative Leadership and Organisational Learning from the RCSI Institute of Leadership.
