Appointments to the Health Information and Quality Authority (HIQA) - 2 September 2024

The Minister for Health Stephen Donnelly T.D., has appointed/ reappointed the following as members of the Board of the Health Information and Quality Authority (HIQA).


Leonie Clarke

A pharmacist by profession, Leonie has had a varied career spanning regulation, industry, academia and consultancy.

She is currently Chief Executive of the Irish Medicines Verification Organisation (IMVO), IMVO manages the Irish medicines verification system (IMVS) which is part of a pan-European system established by EU law to connect all actors in the medicines supply chain and help keep falsified medicines out of Europe.

Prior to joining IMVO, Leonie ran her own consultancy for many years, advising clients in the pharmaceutical and healthcare sector, including the Department of Health, Pharmaceutical Society of Ireland (PSI, the pharmacy regulator) and pharmaceutical companies on medicines and controlled drugs legislation, industry codes of practice, quality management, inspection readiness and corporate governance.

Her consultancy career overlapped with two years as part-time Course Co-ordinator for a new MSc in Clinical Pharmacy programme established by UCC in 2005.

Leonie previously held the role of Scientific & Regulatory Affairs Manager with the Irish Pharmaceutical Healthcare Association (IPHA) which represents the research-based pharmaceutical industry.

Leonie began her career as Assistant Registrar of the PSI where she managed the PSI’s education function covering pre-registration training and continuing professional development for pharmacists. She also worked in policy development and EU applicant registration as well as acting as a back-up inspector of community pharmacies.

Leonie is an elected observer to the Board of the European Medicines Verification Organisation (EMVO).

She is a former President and Council member of PSI, the pharmacy regulator, and chaired the PSI’s Inspection & Enforcement Committee. She is also a former Board member of the Health Research Board and member of its Audit Committee.

Leonie is a member of the multi-agency Pharmacy Workforce Working Group established by the PSI and Department of Health this year to support strategic workforce planning for pharmacy in Ireland. She also participated on a Research Sub-Committee established to support the Department of Health’s Expert Taskforce to Expand the Role of Pharmacy.

Since graduating from Trinity College with a pharmacy degree and MSc (by research), Leonie has obtained several post-graduate qualifications, including diplomas in company direction, leadership, legal studies and accounting & finance.

Ms Leonie Clarke is appointed following a Public Appointments Service (PAS) campaign, with effect from 2 September 2024 to 1 September 2029.


Lynsey Perdisatt

Lynsey Perdisatt, B.A., PgDip (Business Studies), M.B.S. (HR Strategies) is a senior Human Resources professional experienced in both the Private and Public sector, with significant experience in employee relations, industrial relations, organisation development and change management.

Lynsey is currently the Director of HR Business Partnering at An Post, having previously held roles developing and implementing HR Strategies, notably as the Director of HR and Change with the Health Products Regulatory Authority (HPRA) and Head of Future of Work at Irish Life. In her current role as Director of HR Business Partnering, Lynsey works as part of the Group HR Leadership team of An Post supporting the people and business needs of the Retail and Corporate teams, at a time of significant transformation.

Lynsey has served as a member of the Board of the Health Information and Quality Authority (HIQA) since 2019 and is the current Chairperson of HIQA’s Resource Oversight Committee.

Lynsey is a member of the Chartered Institute of Personnel Development (CIPD), is a qualified workplace Mediator and recently attained a professional diploma in Coaching and Mentoring. Lynsey also holds a Level 7 Advanced Award in Organisation Design and Development, is an ICAGILE Certified Professional in Agile Talent and a qualified Conflict Coach.

Ms Lynsey Perdisatt is reappointed with effect from 2nd September 2024 to the 1st September 2027.


Dr Cliodhna Foley-Nolan

Dr Cliodhna Foley-Nolan is a consultant in Public Health Medicine. She has worked as Director of Human Health and Nutrition at safefood (Food Safety Promotion Board) and as Specialist in Public Health Medicine in the Health Service Executive.

She has served on a number of national advisory groups, including the National AIDS Advisory Group, as well as advisory groups on MRSA, immigrant health, food poverty, and antimicrobial resistance. She is currently a member of the Food Safety Authority Board and has served on the Boards of the Veterinary Council of Ireland; Special Advisory Board on Obesity; the Faculty of Public Health Medicine of the Royal College of Physicians of Ireland and the Health Research Board Centre for Health and Diet Research.

Dr Cliodhna Foley-Nolan is reappointed with effect from 2nd September 2024 to the 1st September 2029.
