Appointments to the Medical Scientists Registration Board - 6 November 2024

The Minister for Health Stephen Donnelly has appointed/reappointed the following persons as members of the Medical Scientists Registration Board.


Anne Larder

Dr Anne Larder graduated with a BSc in Biochemistry and a PhD in Physiology from the University of Galway and has extensive research experience. She lectured in Biochemistry and Physiology at Carlow IT (1995 – 1996) and TUD (1996 – 2000) before embarking on a career as a Medical Scientist in 2000. Dr Larder secured a permanent role in 2002 at SVUH’s Clinical Chemistry laboratory and was promoted to Senior Medical Scientists in 2005. For over a decade, she directed student & staff development and managed key laboratory services. In October 2022, she was appointed Chief Medical Scientist in Clinical Chemistry at SVUH and has since completed an ambitious laboratory upgrade and expanded service offerings. Currently, she is spearheading several pivotal IT initiatives aimed at enhancing service efficiency and integration across disciplines.

Dr Anne Larder is appointed by the Minister for Health following election by registrants of the designated profession with effect from 9 November 2024 to 8 November 2028.


John Crumlish

Mr John Crumlish is Laboratory Manager in Beaumont Hospital with over 30 years’ experience as a medical scientist. He has previously worked in the Irish Blood Transfusion Service and the Mater Misericordiae University Hospital. Mr Crumlish is a Fellow of the Academy of Clinical Science and Laboratory Medicine and a member of the ACSLM Council.

Mr John Crumlish is appointed by the Minister for Health following a Public Appointments Service (PAS) campaign with effect from 9 November 2024 to 8 November 2028.


Rumbidzai Angelah Mubeda

With 17 years’ experience in the medical science field, Ms Rumbidzai Mubeda has demonstrated progressive leadership experience in the provision of medical laboratory services in public, private, diagnostic and research settings across three countries. She has served in multiple roles including Laboratory Scientist, Quality Assurance Consultant, Quality Auditor and Laboratory Director. A multi-disciplinary scientist with expertise in molecular testing, she has extensive experience in implementation and audit of Laboratory Quality Management Systems based on ISO standards. Rumbidzai holds a Masters degree in Public Health and an Honours degree in Bachelor of Medical Laboratory Sciences.

Ms Rumbidzai Mubeda is appointed by the Minister for Health following a PAS campaign with effect from 9 November 2024 to 8 November 2028.


Michael Walsh

Professor Michael Walsh is currently a Professor of Biomedical Device Engineering at the University of Limerick. In 2022, Prof Walsh was elected to the World Council of Biomechanics for a 12-year term. He has also served as a visiting professor at McGill University, Montreal, Canada and the Erasmus Medical Centre in Rotterdam, the Netherlands. His research focuses on an improved understanding of the host response to the treatment of vascular diseases and his primary area of research investigates how disease caused by vascular surgical interventions (intimal hyperplasia) is instigated/mediated by hemodynamics. His secondary area of research is urological devices and how these devices can be improved for better patient outcomes.

Professor Michael Walsh is appointed by the Minister for Health following nomination by the Minister for Further and Higher Education, Research, Innovation and Science, with effect from 9 November 2024 to 8 November 2028.


Colm O’Leary

After commencing his career as a teacher and later as a lecturer in teacher education, Colm O’Leary has been working in professional regulation for almost twenty years with four professional regulators in Ireland. As Director of Registration in the Teaching Council, he established the register of teachers in 2005 and was subsequently employed as Director of Registration at both CORU and NMBI. He also held the position of the Director of Fitness to Practise at NMBI from 2019 to 2022 and Interim CEO at the Adoption Authority in 2023. Colm took the position of Executive Director of Strategy and Business Services at the Medical Council in January 2024. He has qualifications in education, information technology, leadership, management, and regulatory law. Colm is passionate about the benefits of professional regulation - both for the public and for registered professionals.

Mr Colm O’Leary is reappointed by the Minister for Health with effect from 9 November 2024 to 8 November 2028. This appointment is with the consent of the Minister for Enterprise, Trade, and Employment.
