Appointments to the National Paediatric Hospital Development Board - 3 August 2023

The Minister for Health has appointed/ re-appointed the following members to the National Paediatric Hospital Development Board.
Mr. John Cole
Mr Cole is an architect and currently acts as an independent Strategic Client Advisor. He was previously an Under-Secretary at the DHSSPS (NI) and Chief Estates Officer for the Health Estates Investment Group (HEIG), in which he was responsible for the procurement and implementation of many major health facilities in Northern Ireland. Currently, he is Chair of both the Design and the Commissioning, Qualification and Validation (CQV) sub-committees on NPHDB, where his expertise and leadership play an important role. His experience at the equipping and commissioning stage of the NCH project is of great value to NPHDB.
This reappointment is with effect from 31 July 2023 until 30 July 2028.
Mr. Tim Bouchier-Hayes
Mr Bouchier Hayes acts as vice-Chair to the board and was appointed by the Minister as Interim Chair of the board for approximately 6 months, prior to the permanent Chair’s appointment. Tim is a solicitor and former partner in McCann Fitzgerald Solicitors, heading the firm’s Construction Law Group for 15 years. Currently, he is a consultant and holds a number of company director positions and is a member of the Dispute resolution Sub-Committee on which he provides legal expertise regarding claims, adjudications and conciliations submitted by the main contractor on the project.
This reappointment is with effect from 31 July 2023 until 30 July 2028.
Ms. Susan Bryson
Ms Bryson is an experienced construction and litigation solicitor, who has practiced in the area of contentious construction law and litigation and dispute resolution. She is a partner in the construction team in Mason Hayes and Curran. She advises clients on the contentious side of construction projects, acting on the Employer side of disputes arising in projects carried out under the Public Works Contracts.
Susan is appointed following a PAS process and is with effect from 31 July 2023 until 30 July 2028.
Mr. Alan Moore
Mr Moore was the Director of Strategic Capital Development with Western Health & Social Care Trust in Northern Ireland. As the Trust’s Senior Responsible Owner (SRO) he was responsible for a £1bn capital development programme, including the redevelopment and construction of a number hospitals and during this time he also successfully addressed a number of significant commercial disputes with contractors. He was commissioned by the HSE with PwC to review the delivery of the New Children’s Hospital and propose recommendations for a recovery strategy for financial and programme overruns (2019). For his contribution to Major Capital Investment in Health in NI and Cross border Emergency Planning, Alan was awarded an OBE.
Alan is appointed following a PAS process and with effect from 31 July 2023 until 30 July 2028.
