Appointments/Re-appointments to the Medical Council

On the nomination of the Irish Medical Schools Council, the Minister for Health, Stephen Donnelly TD, has appointed the following persons with effect from 1 June 2021 to 31 May 2026:
Prof Joe McMenamin (re-appointment)
Professor McMenamin is currently Professor Emeritus at RCSI University of Medicine & Health Science. His area of clinical expertise is Paediatric Neurology, and he was Consultant at Our Lady’s Children’s Hospital, Crumlin. He also formerly held the positions of Head of School of Medicine and Vice President for Academic Affairs at RCSI Bahrain.
Prof Edna Roche
Professor Roche is Professor in Paediatrics at the University of Dublin, Trinity College Dublin and a paediatric consultant at CHI, Tallaght University Hospital where she leads a busy tertiary service in paediatric endocrinology and diabetes. Professor Roche graduated in Medicine from the University of Dublin, Trinity College Dublin where she also undertook a Masters in Business Administration in Strategic Management (M.B.A.). She is an experienced management consultant. Professor Roche was awarded an MD from Trinity for her work on childhood diabetes. She also holds a postgraduate qualification from the NUI, Membership and Fellowships from the Royal College of Physicians of Ireland, Edinburgh and the Royal College of Paediatrics and Child Health London. Professor Roche undertook her clinical training in Dublin, London and North America. Her research interests include Diabetes, growth, and rare disorders, such as, Prader Willi Syndrome. She established and leads the Irish Childhood Diabetes National Register and Down Syndrome Register. She is Chair of the Nutrition Council of the Irish Heart Foundation and a member of the Royal College of Physicians of Ireland (RCPI) Obesity Clinical Advisory Group and Paediatric Clinical Advisory Group.
On the nomination of the Royal College of Physicians of Ireland, the Minister for Health, Stephen Donnelly TD, has appointed the following person with effect from 1 June 2021 to 31 May 2026:
Prof Paul Finucane
Professor Finucane qualified as a medical doctor over forty years ago. He has worked as a geriatrician and as a medical educator in several parts of Ireland and in Australia and Wales. At different times, he has held professorial appointments at four Australian universities. He is Professor Emeritus at the University of Limerick where he was the foundation head of its Graduate-Entry Medical School. Paul has a strong interest in the visual arts and has authored three art-related books.
On the nomination of the Irish College of General Practitioners, the Minister for Health, Stephen Donnelly TD, has appointed the following person with effect from 1 June 2021 to 31 May 2026:
Dr Margaret O’Riordan
Dr O Riordan has been a General Practitioner for over thirty years. She is a Past President of the ICGP. She has also held the positions of Medical Director and National Director of GP Training at the ICGP.
On the nomination of the Royal Irish Academy, the Minister for Health, Stephen Donnelly TD, has appointed the following person with effect from 1 June 2021 to 31 May 2026:
Prof Marina A Lynch (re-appointment)
Professor Lynch is Adjunct Professor in Physiology, Trinity College Dublin, a Fellow Emeritus of the college, and researcher in the Trinity College Institute of Neurosciences. She was formerly a Director of TCIN, a member of the Board of Trinity College and member of the Commission on Assisted Human Reproduction.
On the nomination of the Health Service Executive, the Minister for Health, Stephen Donnelly TD, has appointed the following persons with effect from 1 June 2021 to 31 May 2026:
Ms Teresa Bulfin (re-appointment)
Ms Bulfin retired from her post in the HSE, Mid-West Community Healthcare in 2017 having completed almost 40 years’ service. Throughout that period she progressed through the organisation from her initial appointment as Clerical Officer to the role of Snr. Operations Manager.
Her experience of the Health Services is wide ranging and has been gained through working in a variety of service areas, holding management roles at middle and senior level in Acute, Mental Health, Older Persons and Disability Services and being involved in the implementation of a number of major change management initiatives.
Teresa has been a member of the Chartered Institute of Personnel & Development (CIPD) since 1997 and has vast experience in all areas of Human Resources. She has been a member of the Medical Council since 2018.
Throughout her career Teresa has had a specific interest in ensuring the safe delivery of health services. She has experience of regulation of services, governance, quality assurance, risk management and internal audit processes. She also has considerable experience in conducting and reviewing serious incidents.
Mr Jim O’Sullivan (re-appointment)
Mr O’Sullivan is the Head of Data Protection and DPO for the HSE having worked in the public health service since 1983. He is a qualified Accountant (FCMA) and holds an MSc (Econ) from Trinity College Dublin.
