Reappointment of Chair and Members to the Board of Children’s Health Ireland - 5 January 2024

Minister for Health Stephen Donnelly has reappointed Dr Jim Browne as Chairperson of the Board of Children’s Health. The Minister has also reappointed Ms Eleanor O’Neill, and Mr Bernard McLoughlin as members of the Board. These reappointments are with effect from 4 December 2023 until 3 December 2027.
Dr Jim Browne, Chairperson
Former President of NUI Galway, Engineers Ireland, and the Irish Academy of Engineering. Number of past roles in a variety of Boards, including the Irish Universities Quality Board, the Saolta Hospital Group, Galway University Foundation, and the Board of the Central Applications Office.
Ms Eleanor O’Neill
Eleanor was appointed to the board in 2020. She has more than 30 years’ experience in Digital Transformation roles in technology multinationals, Symantec, Visio, Microsoft, Marrakech, and Digital Equipment Corp. Eleanor also serves as a non-executive director of Coillte, and the National Transport Authority (NTA).
Ms O’Neill is an Engineering graduate of NUI Galway. In addition, she has postgraduate qualifications in Cybersecurity from UCD and Corporate Governance from the Institute of Directors Ireland.
Mr Bernard McLoughlin
Mr McLoughlin has professional and academic experience in finance. He is a Fellow Chartered Accountant and a Certified Fellow of the Institute of Risk Management with post graduate qualifications in enterprise, sustainability, and climate risk.
He has held senior executive and advisory roles in the private and public sectors with a successful track record in project finance and asset management, including public-private partnership transactions and the work out of multi-billion Euro distressed debt portfolios. He has also delivered projects to reconfigure financial and risk management systems in health and education outside Ireland in diverse, multi-cultural settings.
