Reappointments of Chairperson and members to the Board of the Health Service Executive (HSE) - 16 July 2024

The Minister for Health Stephen Donnelly has reappointed the following as members to the Board of the Health Service Executive with effect from 28 June 2024 until 27 June 2027.


Ciarán Devane – Chairperson

Mr Devane is the Executive Director of the Centre for Trust, Peace and Social Relations at Coventry University and Chair of Clore Social Leadership. He was formerly Chief Executive of the British Council, a £1.2b public body. He was a member of a Board of NHS England from 2012 - 2015 and was also Chief Executive of the UK health charity, Macmillan Cancer Support. He was knighted for his services to cancer patients and was awarded the Freedom of the City of London. Mr Devane holds a Bachelor of Engineering from UCD, and a master’s degree in international policy from George Washington University, Washington DC.

Mr Devane has been Chairperson of the HSE Board since 28 June 2019.


Michelle O’ Sullivan

Michelle has over 21 years HR experience working in a multinational investment bank. She has a proven track record in all aspects of human resources management including strategy development, internal consultancy, change management, organisation design, performance management, policy development and merger & acquisitions. She has led multi-cultural teams delivering global HR strategy & ensuring fit for purpose across multiple countries. Michelle has great commercial acumen and is passionate about ensuring the alignment of HR & business strategies to deliver on business objectives. She is a qualified and accredited coach/mentor by the European Mentoring & Coaching Council (EMCC) at Senior Practitioner level. In 2020 Michelle was appointed to the Board of the National Concert Hall and is currently the Chair of the Strategic HR Committee.


Matt Walsh

Matt is an experienced HR professional who has held senior HR positions in multi-national, semi-state and NGO organisations. He has worked in soft drinks, aerospace, technology, pharmaceutical, and aid and humanitarian sectors. He now works as an Associate Partner at Stratis Consulting. Matt believes that building strong relationships and high trust environments are the basis of delivering business results in the long term. He focuses on developing HR strategies that deliver organisational performance and has a particular interest in the role of organisational culture, employee relations and communications, staff development, talent management, and leadership development. An experienced non-executive director, Matt has expertise in corporate governance and risk management. He holds an MBA and MSc in Human Resource Development, an Advanced Diploma in Applied Employment Law, and a Diploma in Company Direction from the Institute of Directors in Ireland.
