Appointments to CORU Registration Boards- 20 February 2024


Following a Public Appointments Service (PAS) campaign the Minister for Health, Stephen Donnelly TD, with the consent of the Minister for Enterprise, Trade and Employment, has appointed the following as members of the Occupational Therapists Registration Board with effect from 20th February 2024 to 13th February 2028.


Frank Martin

Frank Martin is Senior Lecturer Emeritus in Law at University College Cork. He holds First Class Honours undergraduate and postgraduate law degrees. His university teaching interests included Family/Child and Contract Law and he supervised the theses of many postgraduate students in those areas. He has published widely in the areas of Child and Family Law in national and international journals and is author of The Politics of Children’s Rights (Cork University Press, 2000). He was previously a member of the National Review Panel of TUSLA and is currently a member of the Preliminary Proceedings Committee of CORU.


Charles Irwin

Charles Irwin is a Fellow of the Institute of Chartered Accountants in Ireland. He has a broad range of experience having worked in business, education and charity sectors for over 30 years. Charles has previously served on the Optical Registration Board and the Board of Management of the Oberstown Children Detention Campus as well as various boards of voluntary charities and is currently on the board of Smile School Completion Program Clg and Bergerie Trust Clg.

Following a Public Appointments Service campaign (PAS), The Minister for Health Stephen Donnelly T.D., with the consent of the Minister for Enterprise, Trade and Employment, has appointed Mr Seamus Keating as a member of the Counsellors and Psychotherapists Registration Board with effect from 22nd February 2024 until 25th February 2027:


Séamus Keating

Séamus Keating is an experienced public servant who has held positions in the public service of both Ireland and the UK. Mr Keating holds a postgraduate law degree and a master's in both law and management information systems. He has experience, at a senior level, of corporate governance, regulation, and administration.

Following election by the registrants of the designated profession, The Minister for Health, Stephen Donnelly T.D., has reappointed the following as a member of the Radiographers Registration Board from 26th February 2024 until 23rd January 2028.


Niamh Moore

Niamh graduated from University of Ulster with an BSc (Hons) Radiography degree in 1997. She worked for over 20 years as a clinical radiographer and was a CT clinical specialist in Cork University Hospital for over 7 years. Throughout her career she has evidenced her commitment to Continuous Professional Development undertaking a post graduate Certificate in CT (University of Bradford) an MSc in CT (University College Dublin), a Certificate in Teaching and Learning (UCC) and is currently undertaking a PhD in Radiography in UCC. Niamh has also demonstrated a keen interest in radiography education in Ireland, she has developed and run IV courses in UCC and was instrumental in the development of the diagnostic radiography programme at UCC where she is currently working as a lecturer. Niamh is actively engaged in radiography research with many publications and presentations at local, national and international conferences over the past 15 years. Niamh was elected as a CORU board member in 2020 and has been appointed as the Chairperson for the Radiographers Registration board since April 2022. She is on the council of the Irish Institute of Radiography and Radiation Therapy. The diversity of her roles has provided her with an excellent overall understanding of the clinical and education needs of our profession. Niamh has a good working knowledge of the business and regulatory environment in which CORU operates. She has been directly involved in education programme monitoring and approval processes and is eager to ensure education programmes have a system in place to consistently produce graduates who meet the Standards of Proficiency for the profession.
