Appointments to the Radiographers Registration Board- 24 January 2024

The Minister for Health, Stephen Donnelly T.D., has appointed/ reappointed the following as members of the Radiographers Registration Board with effect from 24th January 2024 to 23rd January 2028.
Professor Bernard McCartan
Professor Bernard McCartan has extensive previous experience in health professions regulation as chairperson of the Health and Social Care Professionals Council president of the Dental Council and chair of the Professional Conduct Committee of the Pharmaceutical Society. He is also lay member of the Judicial Conduct Committee of the Judicial Council.
This reappointment is with the consent of the Minister for Enterprise, Trade and Employment.
Mr Dermot Manning
Mr Dermot Manning is a barrister who’s practice includes: asylum and immigration law, judicial review, employment, and tort law. Dermot has a Bachelor of Civil Law Degree from U.C.D. and a Post Graduate Diploma in Business Studies from the Michael Smurfit Graduate School of Business. He obtained a Barrister-At-Law Degree from Kings Inns in 1992 and was called to the Irish Bar in 1992 and to the Bar of Northern Ireland in 1999. He also obtained a Professional Certificate in Corporate Governance from the I.P.A., Dublin in 2018.
From 2001 to 2013 Dermot was the Assistant Editor of the Irish Law Reports and was Editor from 2013 to 2017. He has been a Chairperson of the Mental Health Tribunals since 2006, and was recently reappointed for a further three year term. From 2013 to 2020 Dermot was a member of the Nursing and Midwifery Board of Ireland as a public interest representative. During his tenure he chaired the Registration Sub-Committee of the Board, and was a member of the Education, Training and Standards Sub-Committee.
In 2023 Dermot was appointed as a part-time member of the International Protection Appeals Tribunal for a five year term. He was the President of the Medico Legal Society of Ireland from 2009 to 2011 and is currently its Honorary Auditor.
This reappointment is with the consent of the Minister for Enterprise, Trade and Employment.
Dr Anita O'Donovan
Dr Anita O'Donovan holds rare experience in academia and clinical practice in Radiation Therapy, Trinity College Dublin. She joined as Assistant Professor in 2011 and obtained her PhD in 2020. Prior to joining TCD, she worked as a Radiation Therapist for 9 years in St. Luke's Radiation Oncology Network Dublin and Cork University Hospital, in clinical and research positions. She is a previous member of Council of the Irish Institute of Radiography and Radiation Therapy and a National Radiation Therapy reviewer on the Radiography Qualifications Review Board
She has accrued extensive experience, through her academic position in the development, delivery and assessment of training programmes relevant to radiation therapists and other healthcare professions. She is also an active research educator and researcher. Dr O’Donovan has extensive experience serving on accreditation boards and is an Accreditation Council of Europe (ACOE) Councillor, recognised for her experience in education and expertise in radiation oncology.
Dr O’Donovan is nominated by the Minister for Further and Higher Education, Research, Innovation and Science.
Mr Ciaran Walsh
Mr Ciaran Walsh is the RSM in the Bon Secours Cork, Ireland’s largest private hospital. He trained in the UK where he worked in both NHS and private hospitals. He has been involved in multiple regional and national projects and has organised and contributed to many short coursers and study days for radiographers such as Red Dot, Cardiac Imaging Cross Sectional Anatomy and Interview Skills. One of his proudest achievements was to help lead the establishment of the UCC postgraduate Radiography programme where he is an adjunct lecturer on topics such as Quality, Audit, Management and Interview Skills.
For the last four years Ciaran has been a member of the Radiographers Registration Board advocating for radiographers and the profession while seeking to streamline the overseas qualifications recognition process. He is keen to continue in this role advocating for the profession, while ensuring safe services for the public in radiographer and radiation therapy.

Mr Joseph McManus
Mr Joseph McManus has 17 years clinical experience working in the Irish healthcare system having qualified as a Radiation Therapist from the University of Ulster (Jordanstown) in 2006. His career to date has been based in Galway University Hospital where he has held a number of positions including Radiation Therapist, Senior Radiation Therapist, Clinical Specialist and now Deputy Radiotherapy Services Manager.
Joseph holds a Master’s in Leadership in Healthcare from UCC and the Irish Management Institute and he sits on the subcommittee of the IIRRT for Radiation Therapists. He has a particular interest in change management in healthcare which was the basis for his master's thesis. He has a portfolio of multiple conference presentations and has given lectures on both the Trinity Master's programme and the UCC post graduate radiation therapy programme.
