Donal Grant has Responsibility at Head of Business Unit level for provision of the necessary legislative and policy framework for the water services sector and water quality, including the water transformation agenda, including HR issues and stranded costs for local authorities; Oversight of the implementation of abstractions legislation; Management of the WFD CJEU case, including legislative amendments and proposals; Oversight of certain areas of the remit of An Foram Uisce.

Oversight of the Department’s engagement with the EU institutions with respect to transpositions, infringements, and legislative proposals.

Central point of contact for engagement on the North South Ministerial Council, IE-UK and EU-UK/ post- Brexit, Windsor Framework and CTA matters, the European Semester and the National Recovery and Resilience Plan. The unit is also the central contact point for the SDGs, the OECD, Council of Europe and other UN and international institutions.
