Trevor Donnelly has responsibility at Head of Business Unit level for the Housing Viability Schemes Unit. The unit oversees the development, operation and ongoing management of the Croí Cónaithe (Cities) Scheme, the Secure Tenancy Affordable Rental investment scheme (STAR) and the Cost Rental Equity Loan Scheme (CREL). Croí Cónaithe (Cities) Scheme supports the building of apartments for sale to owner-occupiers, aiming to bridge the current “viability gap” between the cost of building apartments and the market sale price (where the cost of building is greater). STAR and CREL aim to support the delivery and improve the viability of Cost Rental homes at rents which are a minimum of 25% below comparable market rental levels. STAR supports the delivery of Cost Rental homes by private operators through the provision of equity investment. CREL provides support to Approved Housing Bodies (AHBs) for the delivery of Cost Rental homes by providing a mix of long term loan and equity investment.
