4Dublin Housing Supply Pipeline

The 4Dublin Housing Supply Pipeline monitors quarterly data on new residential planning permissions and construction activity in the Dublin Region
The four local authorities in the Dublin Region (comprising Fingal County Council, South Dublin County Council, Dun Laoghaire-Rathdown County Council and Dublin City Council) provide combined quarterly returns for new multi-unit residential developments that provide the basis for the following publications:

Background – Housing Supply Co-ordination Taskforce for Dublin
This exercise was originally established by the Dublin Housing Supply Coordination Task Force under the Construction 2020 Strategy. Fingal County Council currently coordinates the data collection process, which is now known as the ‘4DUBLIN Housing Supply Pipeline’.
Data Parameters
The Monitor captures quarterly data under the following categories for new residential developments of 10 units or more, excluding student housing and local authority own developments (Part 8’s):
• Proposed Developments: schemes awaiting decision on current planning applications.
• Permitted Developments: schemes with planning permission including:
o Inactive sites: where housing construction has not commenced.
o Active sites: where housing construction has commenced
As the data provide standalone quarterly snapshots of planning and construction activity, once a scheme is fully built out and completed, the data for that scheme is archived. Please refer to the CSO quarterly data on new dwelling completions for official statistics purposes.
Information on the individual planning applications and permissions (planning reference, housing units, etc) is also detailed in the Returns. The mapping is based on the data obtained from the four Dublin local authorities and further queries relating to individual sites may be directed to the relevant local authority.
