2021 Review of the Mortgage to Rent Scheme for Borrowers of Commercial Private Lending Institutions

The Mortgage to Rent (MTR) scheme supports households in acute mortgage arrears, where this situation is unlikely to change in the future. Under the scheme, a household with an unsustainable mortgage goes from being a homeowner to being a social housing tenant. The Programme for Government and Housing for All commits to strengthening the Mortgage to Rent scheme and ensuring that it is helping those who need it.

A review of the scheme, carried out in 2021, examined:

  • the impacts that past amendments made to the scheme
  • what further changes would benefit those in need of the scheme.

This Review concludes that while the scheme is performing well, some further enhancements are required to allow more households to avail of this scheme.
