The benefits of a directly elected mayor in Irish cities may be significant, if not necessarily quantifiable, but the full consequences of introducing a directly elected mayor with executive functions are not completely clear.

A basic principle of this paper is that the establishment of an office of directly elected mayor in our city local authorities should add value in some way to our local government system.
