Guidelines for Housing Authorities - Minimum Standards in Rented Accommodation

The Housing (Standards for Rented Houses) Regulations 2019 specify requirements in relation to a range of matters,
such as:
- structural repair
- sanitary facilities
- heating
- ventilation
- natural light
- safety of gas, oil and electrical supplies.
Responsibility for the enforcement of the Regulations rests with the relevant local authority.
Under section 5 of the Housing (Miscellaneous Provisions) Act 2009, local authorities are required to have regard to the Guidelines for Housing Authorities in Implementation of Minimum Standards in Rented Accommodation 2021, issued by the Minister for Housing, Local Government and Heritage.
The Guidelines are intended to assist housing authorities in:
- the practical implementation and effective enforcement of the requirements of the Regulations
- providing a high quality of service to both landlords and tenants.
