What the Homeless Housing Assistance Payment is
You may apply for extra supports under the Homeless Housing Assistance Payment scheme if you are homeless in Dublin or Cork City.
The scheme provides tenants and landlords in Dublin and Cork City with extra supports in addition to those available under the national Housing Assistance Payment scheme.
The Dublin Regional Homeless Executive (DRHE) operates a Housing Assistance Payment scheme in the Dublin region for homeless households.
Cork City Council operates a similar support for homeless households.
How to qualify
The local authority must decide that:
- your household is homeless and has no alternative accommodation options
- your household needs additional supports to find and secure appropriate rent accommodation
Information for landlords
All types of properties are needed for all kinds of households and family sizes across the Dublin region.
Terms for landlords include:
- deposit and two months’ rent upfront available for homeless households only
- specific and competitive rents paid to secure properties for households who need them
These rates are available from the DRHE website.
All the benefits of national HAP scheme including centralised rent payments and collection are available.

You must be approved for the Homeless Housing Assistance Payment by your local authority in Dublin or Cork City.
