Private Rental Sector Review

Under Housing for All, the Government is committed to increasing the supply of rental properties and
protecting renters while trying to retain small landlords in the system and encourage sustainable
investment.
The Housing for All Action Plan Update, published in November 2022, included a commitment to “Review the operation of the private rental sector and report on policy considerations”.
This review:
- Sets out an overview of the rental market in Ireland including the composition of the market and trends in rent levels;
- sets out suggested policy objectives; and
- considers a range of and potential avenues for policy change to support these objectives.
