In 2010 an Advisory Group was established by this department, which went on to establish a multi-annual action programme on unfinished developments and focused on finding solutions through collaboration between government, local authorities, NAMA, developers, receivers, Irish water, residents, funders and many other stakeholders.

The ‘ghost’ estates of the past are largely gone, but should not be forgotten as regards
the lessons to be learned in running ahead of ourselves in the pattern of development
approved and the management and enforcement of the development process and
conditions attaching to planning permissions.
