When the International Protection Office (IPO) accepts an application for international protection, the applicant will receive a Temporary Residence Certificate (TRC) and a formal, but limited, permission to remain in the State while their case is pending.
Applicants complete a questionnaire on the day of application with the assistance of an interpreter/cultural mediator from the International Organization for Migration, (IOM), a UN body.
Applicants will then be scheduled for a substantive interview, conducted in person or by video conference, by an International Protection Officer/contracted IPO Panel Member. All caseworkers are highly trained in assessing applications and interviewing. This in-depth interview allows the applicant to put forward their case for protection.
Officers of the Minister then make a recommendation to the Minister for Justice to grant or refuse refugee status and subsidiary protection status.
Separately, other staff will then decide, on behalf of the Minister, whether or not permission to remain in the State should be granted on humanitarian or other grounds, as set out in section 49 of the International Protection Act 2015to unsuccessful applicants for international protection.
