Report of the Committee to Review the Offences against the State Acts 1930–1998 (the Hederman Report)

In May 1999 the Committee to Review the Offences against the State Acts 1939 to 1998 was established under the chairmanship of the Honourable Mr. Justice Anthony J. Hederman. It was requested to examine all aspects of the Offences against the State Acts 1939 to 1998, taking into account:

  • the view of the participants to the multi-party negotiations on Northern Ireland that the development of a peaceful environment on the basis of the Agreement they reached on 10 April 1998 (the Good Friday Agreement) can and should mean a normalisation of security arrangements and practices
  • the threat posed by international terrorism and organised crime
  • Ireland's obligations under international law
