Multiannual Financial Framework Announce Proposal

On 16 July 2025, the Commission presented its proposal for an ambitious and dynamic Multiannual Financial Framework (“MFF”) to date amounting to almost €2 trillion(or 1.26% of the EU’s gross national income on average between 2028 and 2034). The Commission believe that this framework will equip Europe with a long-term investment budget matching its ambitions to be an independent, prosperous, secure and thriving society and economy over the coming decade.

Summary

This proposal involves major changes in structure, in spending and in revenue. Pillar 1 of the MFF provides for pre-allocated national funding envelopes for Cohesion Policy funds and Common Agricultural Policy funds to be consolidated under a single fund, governed by a National and Regional Partnership Plan (NRPP).

€453bn is allocated to ‘Economic, social and territorial cohesion including fisheries and rural communities and tourism’ which includes Cohesion. In that regard, funding allocation for the 20228-2024 period is approximately similar to that provided for Cohesion Policy funds in the 2021-2027 round. Ireland will however automatically receive less funding due to its own economic development in the period.

The proposal also provides for a renewed PEACEPLUS cross-border programme between Northern Ireland the border counties of Ireland. No specific allocation is proposed.

The Minister for Public Expenditure, Infrastructure, Public Service Reform and Digitalisation has statutory responsibility for Cohesion Policy and the current Resilience and Recovery Fund and in that regard and in the context of the Minister’s role in relation to public expenditure, DPER officials will play an active role in negotiations over the coming months in order to ensure our interests and priorities are protected in the final agreement and lead on preparations for the new structures required by the MFF.

This will continue during our Presidency of the Council of the EU in the second half of 2026 as an honest broker in negotiating workable compromises for an ambitious budget for the EU.
